Avarran Empire

Avar is the empire of salons, artificers, elegant vice, and corruption so normalized it gets described as procedure. Spectacle is treated as a civic resource.

The Council of Avar rotates thirteen chartered positions through noble lines, sponsor blocs, and magical interests. Elections exist; innocence does not.

Magic

Magic is prestige, infrastructure, and public art. Artificers reshape roads and facades by night. Demihuman casters are tolerated but watched with curiosity edged by bias.

Racial Pressure

Avar claims legal equality among races more openly than Hela does, but wealth, usefulness, and magical talent determine how equal a person feels.

Military Tone

House guards, prison wardens, mercenary contracts, and artificer defenses stand in for Helation-style rigid order.

Helation Empire

Helation order begins in the capital and expects the rest of the empire to fall in line. The state treats paperwork as morality and clerical blessing as legitimacy.

A matriarchal dictatorship centered on Hela, whose office is fused to divine ritual and the amulet. Several kings may serve beside her as governors and beautiful public ornaments of favor.

Magic

Clerical magic is lawful and blessed. Arcane magic is tolerated only when registered, contained, and usefully supervised.

Racial Pressure

Demihumans must be registered and are restricted in key districts. Sex roles are heavily defined. Women dominate authority and ownership while men are culturally prized, watched, and displayed.

Military Tone

The Red Army functions as both army and police force, feared for its discipline, holy support, and refusal to get tired before others do.

Helatia, the Southern Wheel March

Helatia is less a separate empire than a southern march where formal rule frays into negotiation. Here ferries, guides, beast courts, and village memory matter more than speeches in either capital.

Wheel moots, march wardens, beast witnesses, and local houses keep the region functional. Law exists, but the south trusts conduct it has seen.

Magic

Practical magic is tolerated when it wards beasts, guides boats, mends roads, or protects villages. Grandstanding arcana is mistrusted.

Racial Pressure

Demihumans are more visible here than in either capital. People are judged as much by conduct and memory as by paperwork.

Military Tone

Beast wardens, ferry militias, provincial companies, and marsh scouts do the work of armies in terrain that punishes parade doctrine.
